As the growing demand of China’s petroleum products and the rapid increase in automobile ownership,the dependence on imported petrol increase continuously.The petrol consumption market has great potential,which remains continuous and strong increase.The gas station is an important part in petrol terminal sales,and the most basic form of organization involved in market competition of petroleum product.Therefore,the competition between the gas station has become increasingly intense,and may even appear to re-shuffle or re-association.However,the gas station managers,who as the first responsibility person of gas stations,is always in the marketing and management center of gas stations,and their ability will directly affect the gas station.Furthermore they may impact on core competitiveness of their enterprises.This paper takes LZ branch of SC sales company of China National Petroleum Corporation as an example,based on the correlative theories about competency, competency model and grassroots managers,and analyzed the status quo of human resources of gas station managers in LZ branch.Then,the author using the methods of literature analysis, job analysis and behavioral event interviews initially extracted the competency elements of gas station managers in LZ branch. And the author formulated competency measuring list of gas station managers in LZ branch. On this basis,the author designed and sent the questionnaire about the competency elements of gas station managers in LZ branch.Though SPSS the author conducted statistics and analysis of the data and verified the reliability and validity of the questionnaire.Also the author set weights in the competency indicators system by AHP.At last,the paper constructed the competency model,which includes5dimensions and15competency elements in gas station in LZ branch.The competency model of gas station managers in LZ branch constructed by this paper on a certain degree provides the basis of the reform for human resource management system of LZ branch. Though discussing about the applications of recruitment,training,performance management and development in the human resource managentment system,in order to enhance the competency of gas station managers in LZ branch.Also it could promote the harmonious development between the enterprise,gas stations,the gas station managers and the reserve forces.
