The most fundamental and crucial power for the success of enterprise is human's power or more exactly the power of enterprise top managers. Top managers as the core of enterprise human capital would make a big diference to management efficiency. Increasingly, enterprises have been explicitly realized that reinforcing enterprise top managers management, suficiently exploring their potential and comprehensively improving their competency is a significant measure which they could actively handle a serious of challenges brought by the economy globalization and technology revolutions and a new power pushing enterprises and the sustainabled evelopment of economy society. Enterprise is supposed to be able to make selection of suitable competency assessment method for top managers and reasonably and pertinently applies it to the actual HR management work-selection, training, performancem anagement, pay motivation, career plan and so on.In this paper, we have defined such concepts as top manager, competency, competency model based on current theoretical foundation. Next, we have set up the competency model of top manager and given its element system and assessment standard. Then, we have bulit an applied enterperise top manager competency model based on the actual characteristic of A nature gas company. And we select its assessment elements and factors. Next, we have work out the weight of factors in use of fuzzy borda method based on the and selected the adaptive assessment technology.
