With the rapid development of railway industry, the new requirements for rail supply management raised from the perspective of the safety of heavy-hall railway. Based on the rail supply procedures, providing RSCM for the biggest procurement agent of railway materials in China will increase the competitiveness of rail procurement, enhancing the value-added in the business, improving business management ability and service standard, therefore promoting a healthy and sustainable development of the rail industry.The thesis proceeds from rail supply work, thoroughly analysis the business procedures, functions and database design, detailed design operation flow chart, reconstructed operation flow chart, data flow chart and IPO chart etc, providing software framework based on object which includes system overall design and module design, achieving RSCM through the respectively usage of UML and Power Designer. The design shows the total function structure chart of the system, which includes the management function modules of demand plan, procurement plan, configuration plan, purchase orders, purchase contracts and delivery. The paper also respectively presents the function structure chart (H chart), IPO chart, and process flow of the detailed module design, making a detailed design of the database with the entity relationship E-R chart and database table structure.Through restructuring all kinds of data, RSCM improvises the accuracy and timeliness of the data. Through systematically design and development, achieving the combination of demand, supply and allocation, streamlining the procurement procedure, therefore significantly improving work efficiency and client’s satisfaction.
