With the continuous development of China’s market economy, urbanization, and intercommunion, migration, and unity between various Chinese races, economic disputes and affairs conflicts start arising frequently as well, which often evoke ethnic factors involved emergencies national emergency. Especially in the new media age of rapid development of Internet information and communication technology, those emergency events always get to be interweaved and overlaid with multiple risk factors, such as ethnic unity, social stability, public opinions, which could cause lots of issues over national stability and security. So, how to guide effectively the network consensus involving ethnic emergencies has already become the common focus of government and academy. Enhancement of guiding force of network consensus is not only itself a favorable starting point, but a favorable opportunity for carrying out ethnic work and strengthening ethical relationship, which is of critical importance for the national governance capacity and modernization of governance system.This thesis consists of six parts. Chapter One introduced research background, significance, major points, difficult points, innovative points, etc..Systematic review was performed on thesis theme relevant questions. Chapter Two was theoretical framework of thesis. After illustration of the core concepts of ethnic emergencies, network consensus and guiding force, an analysis framework of governmental guiding force of network consensus was established through combining “three element of force” theory. Chapter three introduced three typical cases of emergency events involving ethnic factors. As for these cases, subjects, objects and symptoms of network consensus were all analyzed and discussed. Although some progress has been witnessed in recent years in terms of positive response between government and network, with the changing social environment of home and abroad, and changing network economy, there were still many problems about the governmental guiding work, which put forward higher requirements for the government. Chapter Four: through the integration with chapter three, chapter four discussed the problems about the governmental network consensus′s guiding force for ethic emergencies through these three respects: “direction”, “size” “action point”. In Chapter Five, corresponding strategies targeting the existing issues were brought forward. Specifically, governmental guiding force of network consensus was effectively enhanced in basis of improving the way and methods: grasping the key from the three major aspects-- “directional control of guiding force—determination of guiding direction”, “manipulate the guiding force size—promoting guiding force” “identify action point of guiding force—grasp the key of guiding”, and looking for subject force from government, media, opinion leaders and net-citizens. The final conclusion part summarized the whole thesis and gave author′ perspective for the future. It suggested that, in the new media age, guiding of network consensus regarding the ethic emergencies should not be the government′s “monodrama”, but the multiple participatory model including government, the leader and media, net-citizens as well.
