The fast development and widespread popularity of internet technology have greatly changed the ways of information spreading and increasingly highlighted the importance of network consensus. As an emerging form of media consensus, network consensus has profoundly influenced daily life. However, new problems of how to define, properly use and guide the network consensus also occur.There is a natural connection between the suddenness of emergencies and the rapidity of network consensus. It is of vital importance to effectively solve the emergencies with network consensus. Currently, there is abnormality on the network consensus of emergencies, which makes the governance of the abnormality both a focus and a difficulty of all the governments. The governance of the abnormality in each government has great influence on the government’s image.The thesis has defined the concept of network consensus, the abnormality of network consensus, network consensus of emergencies and the abnormality of network consensus of emergencies. It analyzed the current situation of the abnormality of network consensus of emergencies on a theoretical basis of public governance theory, mass communication theory and public crisis administration. The thesis explains from three aspects which are the development of network consensus of emergencies and the manifestation and reasons of the abnormality of network consensus of emergencies. Then the governance model of the abnormality of network consensus of emergencies from governments of developed countries is introduced. Taking the US, the UK and Japan as the examples, the inspirations to the governance of the abnormality of network consensus have been drawn as follows:we should learn the experience of successful governance of the abnormality of network consensus from the developed countries and perfect the laws and regulations system related to network consensus and we should find the correct ways to guide the network consensus and set up the monitoring platform for it. Some suggestions and countermeasures to the abnormality of network consensus of emergencies are given at the end of the thesis, such as we should form the right concept to respond to the abnormality of network consensus of emergencies in a scientific way, and perfect the monitoring, early warning and guiding mechanism of the network consensus of emergencies and strengthen the legal and moral security of the abnormality of network consensus of emergencies.
