Research On Strategies For Guiding Public Opinion In Public Emergencies

In the period of public opinion events concerned by the public via the Internet, although the Government Information Closure Regulations has been officially promulgated and implemented, the latest findings on the events of public opinion shows that public emergencies is becoming increasingly apparent.Therefore, the focus of this study is how the government public to guide opinion of unexpected public incidents, relied on information disclosure. This way can increase the public's enthusiasm of participating to public opinion, and improve the system of government information disclosure. In addition, because the government information disclosure requirements to synchronize shared information resources and the masses, so the guidance of public opinion has better conditions to build a more convenient conditions. Based on government information disclosure environment, in order to ensure the reasonable control of the event, this study provide the appropriate strategy for the guidance of public opinion in the different times of public emergencies. So this study focused on the contents of three parts:Firstly, this study presents a series of theories development of government information disclosure, public emergencies, guidance of public opinion, and these three concepts. This is the theoretical basis of public opinion guidance to further explore.Secondly, analyze three roles of various factors, government, media, and the public-, and present that government is the leader, media is a participator, the public is acceptor, in guiding public opinion. Government has the responsibility and obligation to guide public opinion through public information to move in the direction conducive to social stability. Media participate to assist the Government in public opinion guidance and involvement in monitoring the government's behavior. The public actively looking for information about the event and judging resulting in public opinion pressure on social, and thus play a role in monitoring the government's behavior. After divided public emergencies into four periods-the incubation period, the outbreak period, the quell period and the influence period, analyze the influence degree of government, media and the public to public opinion guidance in the four periods.Finally, introduce the current situation and problems of public opinion guidance public emergencies, and propose public opinion guidance strategy in public emergencies occur four times in order to guarantee the reasonable control of the event. In the case of the Wenchuan earthquake, at different stages of the earthquake, analyze the role played by the government, the public and the media on public opinion guidance, summarize their problems, demonstrate the applicability of previously proposed public emergencies in public opinion guidance strategy, and make corresponding recommendations.
