Study On The Evaluation About Implementation Of Lanzhou City Master Plan

The evaluation of implementation of City Master Plan refers to using multidisciplinary research theory and technical methods, considering the implementation effect of planning, then on this basis, reflects the problems in planning practice, and improve the level of planning compilation, it is also the necessary links of urban planning. The evaluation of implementation of City Master Plan is very important to clarify and feedback the problems that existed in the urban development, but at present, the evaluation of implementation of planning is seriously lagging behind the development of the urban planning, this paper uses methods such as the analytic hierarchy process(AHP), mathematical statistics, literature review and survey methods, to evaluate Lanzhou four edition City Master Plan.The article is divided into five parts including six chapters. The first part, we build the foundation of theory and method system about this paper, which includes the first and the second chapter, by analyzing and studying the related theory and practice of the evaluation of implementation of City Master Plan about domestic and foreign,we construct the basis of this article; the second part, we evaluate the comprehensive development of Lanzhou under the City Master Plan since the reform and opening up,including the third chapter, firstly, we have a brief review of Lanzhou’s four edition City Master Plan since 1954, then we build appraisal model to evaluate Lanzhou’s construction situation in 2000,2010,and 2014, in order to know the development of the Lanzhou city under the urban planning guidance, after being assessed, we can see that the urban comprehensive development level have raised but the current year(2014) is still below the national average, of which economic development is higher than the national average level, social development, people’s living standards and ecological environment situation are below the national average level; the third part we mainly research in the fit-to-purpose of City Master Plan, including the fourth chapter, we evaluate the third and fourth edition urban planning of Lanzhou city about the consistency of the plan’s objectives and results, analysis the reasons of those deviation, after being assessed, we can see that urban master plan has a good role in guiding the development and construction of Lanzhou City, and comparing with the third edition, the fourth edition’s effect of urban master planning of Lanzhou has increased, in the process of urban construction, Lanzhou City have a more accurate targeting in economic development and pay more attention to construct urban Disaster Prevention and control resources, but in the implementation of social and human development, land use control and ecological construction has decreased; the fourthpart, we research the public satisfaction about the construction of Lanzhou city under the guidance of four edition urban planning, including the fifth chapter, we design the questionnaire to survey the recognition and satisfaction of Lanzhou’s citizens,analysis the defects in public notification of the urban planning, the city’s construction problems of environment, infrastructure, public service facilities, the community environment, history and culture protection, the urban integrated traffic and so on,by the public opinion research, in four main urban district of Lanzhou, the highest public satisfaction district is Anning District, the lowest is Chengguan District, the citizens have complaints in urban sewage, garbage, noise control, urban public space, urban roads and squares and city traffic, etc. the fifth part, we have conclusion and prospect,including the sixth chapter, we expound the main research conclusions in this paper,and study the deficiency in the process of research, finally prospects the further study for future research.Domestic and overseas research focused mainly on the assessment of a plan, but due to urban planning has particularity and uncertainty, it is difficult to establish a impeccable model to evaluate it, the results of the assessment will be biased inevitably.In this article, we evaluate Lanzhou four edition City Master Plan, with which we could understand city’s construction situation under the guidance of urban planning more objective, also it will help us to understand the problems in the process of urban construction, the selecting of index system and method are practical which could provide ideas to similar city’s evaluation about implementation.
