Research On The Evaluation Of Urban Master Planning Of Taishan City

As the legal basis of urban construction and management, urban planning is an important public policy of guiding, regulating and improving the healthy and orderly development of city. But with the accelerating of urbanization, many cities have lost the regulation about urban development, and product a series of urban problems. It is a significant issue in domestic that how to enhance the effectiveness of planning so to play a prominent role in guidance. Urban planning evaluation is not only an indispensable part of planning system, but also required by law. Through the planning evaluation,which can help supervise the implementation of the plan and provide some helpful suggestions for planning and policy making, and as a result, the operation of urban planning comes into a beneficial cycle. Although there are some initial researches on theories and methods at home, it is difficult to carry out the urban planning evaluation because of large contents and the influence of uncertain factors. For this, this paper explores the contents, methods and the Index System aspects of evation, Taishan for example.After referencing the relevant theory and practical experience at home and abroad, the paper points out problems existing at the present stage. Secondly, based on the short-term construction as the main evaluation object, surrounding the achievement of planning, the implementation of planning, the implementation effect of planning, the paper builds a planning evaluation system. Finally, according to the contents of the evaluation system, using qualitative and quantitative methods, combining with the public participation to evaluate the urban master planning of Taishan. After that, this paper points out the problems in the implementation of the planning and provides some suggestions for the planning revision.Through empirical research and analysis, this paper obtains the following conclusions:Based on the relevant assessment of urban planning theory and practice of research in domestic and international, in addition, combined with China’s overall planning and implementation characteristics, this paper succeed in finding the way to build an actual urban planning evaluation index system. Meanwhile, realize the planning results, the implementation process and result of the planning to be included in evaluation index system, accordingly, achieve the whole process of assessment of urban planning. Furthermore, using indicator deviation analysis method to get the evaluation result, on the other way, effectively avoid the defect of subjective determination method which often get the evaluation results by adding the evaluation scores together, then judge the quality of planning and implementation.
