In recent years,as China's extensive economic growth model has shifted to an ecologically sustainable development model,issues such as the destruction of the ecological environment,serious air pollution,and frequent occurrence of flood disasters have been highly valued.The concept of symbiotic development of humans and the ecological environment has finally been deepened.In March 2018,the State assigned the space planning function to the newly established Natural Resources Department,which explained that the protection of the natural environment and the sustainable development of urban and rural areas have been unified at the national spatial planning management level.In fact,the pursuit of symbiosis between people and the environment is not a new concept.Western planning and design disciplines have long paid attention to the coordination of people and the environment.Geodesign theory is born under this background.Based on this realistic background,this paper establishes a systemic,integrated,multi-disciplinary collaboration and rational decision-making model supported by information technology for the evaluation of urban master plans.This research uses GIS analysis tools to implement urban planning implementation and programs.Circular evaluation of research ideas.At the theoretical level,the study of this paper highlights the use of Geodesign frameworks as a methodology to incorporate the six design models:impact models,change models,evaluation models,process models,representation models,and decision models.The overall planning cycle is rolling through the process of preparation,with a view to evaluating the overall urban planning from all aspects of spatial change.First of all,it is to study how the urban master plan impacts on the city's expectations,what changes the city's socio-economic and space actually take place,and whether this change is within the urban planning expectations.Secondly,it studies how the driving factors work into the environment,how to describe the environment,and whether the preparation of the urban planning responds to changes in the environment,that is,to evaluate the response of the master plan to drivers,policies,infrastructure,laws and regulations.At the empirical level,a process evaluation study was conducted using the example of the formulation and implementation of the overall urban plan in Changting,Fujian for more than a decade.By introducing a conceptual model of Geodesign,the impact models,change models and evaluation models are applied to the planning implementation evaluation.The process models,representation models,and decision models are applied to the evaluation of the urban planning scheme to form a cycle evaluation process of the plan implementation and the plan.The main conclusions are:The main urban construction activities in 2006-2010 gathered in the main city area and failed to achieve the goals of urban development in the"North-east,south-west,Heliang and Hetian areas of the main city".The 2011 edition of the urban master plan took a good consideration of Changting's economic environment and space environment,but its response to changes in its political environment was relatively sluggish,and the content of ecological protection was not sufficiently highlighted.The area of construction land for 2011-2015 has grown rapidly and is within a reasonable total amount of development,but part of the construction land has exceeded the boundary of planned land use.The 2016 edition of the urban master plan proposes corresponding industrial development strategies based on the new urban environment,and strengthens the urban spatial structure of "one city and two districts",taking into consideration the economic environment and space environment of the city.The above research shows that urban planning is a systematic and cyclical behavior.According to the new driving factors of the city and the characteristics of environment changes,the compilation of urban planning is the basic requirement for scientific planning.The introduction of the Geodesign concept model for planning evaluation in this study is a useful exploration of ways to expand the urban planning approach.
