Research On Navigation Safeguard Measures After The Implementation Of The Revised "Two Systems" Off Chengshan Jiao Promontory

30 June to 4 July 2014 the Sub-Committee of International Maritime Organization (IMO) on Navigation, Communications and Search and Rescue (NCSR), meeting for its 1st session in London, approved the Amendments to the Ships Routeing System off Chengshan Jiao Promontory and the Amendments to the existing mandatory ship reporting System Off Chengshan Jiao Promontory (hereinafter referred to as the Two Systems) submitted by Chinese government.17 to 21 November 2014 the amendments were adopted on IMO MSC 94 meeting.The Amendment to the Ships Routeing System off Chengshan Jiao Promontory proposes to establish a new traffic lane east of the existing Traffic Separation Scheme (TSS) which extends from the territorial sea to the Contiguous Zone 24 nautical miles from the baseline. It will make the Ships Routeing System off Chengshan Jiao Promontory one of the few routeing systems which are relatively far away from shore. The purpose of the proposal is to ease the reporting burden of the large number of vessels by making full use of the messaging function of AIS devices which will enhance the efficiency of supervision.The research attempts to propose a preliminary plan and conceptual design for navigation safety based on the analysis of the abovementioned issues so as to improve navigation safety and efficiency ensuring that the two systems will play a greater role in the new historical era.The main content of the research includes the amendments to the existing systems, the impacts of the amendments to the traffic conditions, the traffic flow pattern, the distribution of converging area, the maritime administrative power, shore-based navigation service etc., risk factors assessment and countermeasures, in the end, a preliminary plan and conceptual design for navigation safety.
