Study On The Management Of The Coastal Aids To Navigation In East Zhejiang

The coastal Aids to Navigation(A to N)are important parts of main ports and main passages of maritime ports,and are important facilities for ensuring safe navigation of ships.The coastal A to N are the national portal,and are the symbol of the sovereignty of the national territorial sea and the international window.When foreign steamers reach our country,the first sight is the lighthouse,which is the symbol of our sovereignty.In all coastal A to N,because of the concentrated fishing ground,and the large cargo throughput of the port and more and more ships in the coastal waters of east Zhejiang,the mixing degree of small fishing boats and large vessels is very high and the maritime traffic is complex in this area.Therefore,the management of the coastal A to N in East Zhejiang is more important in ensuring the safety of navigation and promoting the development of economy and trade.The management department of this area is mainly the Ningbo Aids to Navigation Department of Donghai Navigation Safety Administration.Donghai Navigation Safety Administration(DNSA)MOT was established on the basis of the original A to N,surveying and communication and other organizations of the Shanghai maritime Safety Administration,which is mainly responsible for the navigation of the port channel and the construction and maintenance of the A to N,and marine safety communication and other marine security work.Ningbo Aids to Navigation Department mainly responsible for the construction and maintenance of coastal A to N in the northeastern part of Zhejiang,its jurisdiction area is south of the Sanmen Bay,north to the Changjiang Estuary.At present,the entire development of the A to N is restricted,mainly the limitation of the A to N management system and mechanism,and a reasonable internal and external environment and development space are increasingly needed in the A to N management of the coastal areas of eastern Zhejiang.Based on the overview of A to N,A to N management and basic theory of public management,combined with the development and current situation of China's A to N management,this paper makes an in-depth analysis of the main problems existing in the current situation,and draws there are some problems in the management of coastal A to N in eastern Zhejiang,such as age structure,performance management,public responsibility consciousness and crisis consciousness of A to N maintenance personnel.Starting from the problems existing in the navigation management of coastal areas in eastern Zhejiang,the author puts forward the ideas and countermeasures for the management of coastal navigation in eastern Zhejiang in five aspects,namely,deepening the reform of A to N maintenance mechanism,improve the operation mechanism of public service of A to N management organization,strengthening the construction of human resources in A to N organization,strengthening public crisis and risk management consciousness,nurturing the core value system of A to N management in the new period.Due to research ability and research limitations,this paper need to deepen the research on the A to N management in eastern Zhejiang.Some viewpoints and opinions may need more in-depth analysis and discussion.,especially the discussion of the A to N management institution in the new round of institutional reform.Further refinement is still needed in specific facilities.
