The waters off Chenshanjiao Promontory is important for international shipping. It acts as China’s northern coastal marine traffic waters as well. Northbound and southbound Vessels are converging and altering courses in this waters which is well known for its fog conditions. According to the statistics of meteorological observations, the average dense fog days in the waters off Chenshanjiao Promontory are no less than90days each year. Especially in July and August, the consecutive fog days can reach29days. That’s why this waters is called "Fog Cave". The adverse conditions brought by fog bring a tremendous threat for vessels navigating in this area.Since the circumstances of restricted visibility affect greatly the safety of vessels navigating in the vicinity and the losses can be very big once marine accidents occur, it is of great importance to conduct the research on the safety administrative measures for vessels navigating in fog in the waters off Chengshan Jiao Promontory.This paper introduces systematically the climatic conditions in the waters off Chengshan Jiao Promontory. Then based on the statistics of fog data, it analyzes the causes and characteristics of the fog in this area. Furthermore, through fault tree analysis method the paper analyzes some typical marine accidents incurred by fog in this waters. In the end, according to the analysis of the characteristics of fog and the causal factors of marine accidents incurred by fog, it emphasizes the inadequacies of the implementation of safety administrative measures and comes up with proposals and measures to improve maritime safety of vessels navigating in fog in the waters off Chengshan Jiao Promontory.
