According to statistics,oil spilling accident which causes serious damage has never stopped for ship during transportation at sea.There are total 2,353 oil spilling accidents from 1976 to 1999.On average one oil spilling accident happens every 3.5 day.Among those there are 53 accidents in which oil spilling amount is over 50ts,totally amount is up to 29,754ts.Usually oil spilling accidents for ship at sea can cause serious economic loss and disaster for environment.We have to spend much funds to get rid of contamination,save the loss to fishing and tourist industry,resume the environment.Unfortunaly in recent years there are serious oil spilling accidents happen every year.Waters surrounding CHENGSHAN Cape is a major hinge linking north to south of China.It is the only way for ships coming from the ports of Yellow sea and Pohai,in addition it is also one of the fishing grounds in China.There are more than 150 thousands of ships passing by the waters,so the traffic is heavy.With the development of crude oil and petroleum products industry in Tianjin,Dalian and other pors in Pohai,more and more bulk carriers carry bulk oil sailing throuth the waters,which raise greatly the possibility of oil spilling accidents.Through analyzing the current condition of ship transportation,development trend and considering the factor of serious oil spilling accident,this paper is to evaluate scientificly the current possibility and level for oil spilling,find the way to construct ability to prevent oil spilling accident in public waters,research how to take the advantage of oil spilling preventing equipments from Maritime Safety Administration and offer a guarantee for oil spilling preventing,supply a countermeasure to Shandong MSA for dealing with oil spilling in public waters.
