Research On Strategies Of Supervision And Service Of Weihai VTS Center After The Revision Of The Two Systems

The natural conditions in Chengshantou waters are extremely poor because of the dense ship traffic, the complex navigation environment and the serious traffic situation. The navigation safety issue has always been the focus of concern of shipping industry and the competent authorities. Therefore, strengthening the supervision of ships and navigation order has become a pressing matter of the maritime authority.Since 2014, the newly revised "Mandatory Ship Reporting System Off Chengshan Jiao Promontory" and "Ship's Routing System Off Chengshan Jiao Promontory " will enter the stage of publicity and trial operation. The new ship's routing system will enable the Chengshan Jiao waters to own two sets of traffic lanes. As the competent authority in charge of the above two systems, Weihai VTS center is facing the major issue that is how to deal effectively with the new changes the revision brings and improve supervision and service.This paper has researched on the supervision mode and working mode of the Weihai VTS Center after the revision of the "two systems". Based on the status quo and the navigation environment of Weihai VTS Center, this paper adopted theoretical analysis method, document analysis, comparison method and questionnaire way. Based on the collection of domestic and international document and data, it analyzed the current situation of supervision and service, the existing problems and shortcomings of Weihai VTS Center. It also pointed out the problems which hinder the development of the Center.Through the research on the revision and effect of two new systems, this paper put forward the changes of the navigation environment, including the vessel traffic flow situation, ship meeting area distribution, marine jurisdiction and effect on VTS working mode. This paper also studies the countermeasures and specific measures to improve public service of Weihai VTS Center. It also discussed how to improve the quality of public service, increase the level of vessel traffic organization, improve internal and external coordination ability, improve the ability to dispose illegal behavior. It also put forward the implementation plan of the new "two systems" and other related work.The results of this research will make vessel traffic management of Chengshan Jiao waters more scientific, systematic and standardized, and the maritime supervision and assistance more efficient. It will also enhance the maritime supervision level of Weihai VTS Center, contribute to the secure navigation environment and good order, so as to ensure cleaner Chengshan Jiao waters and safer ship navigation.
