Along with our country city population aging situation is becoming more and more serious, the pension issue has become our country’s problems that can not be ignored. Because of the change of family structure, The family pension resource has been unable to satisfy the needs of society, the traditional family pension functions cannot solve the pension problems of society fundamentally. At the same time, the rapid development of the community has made it become the carrier and support, it will be combined the social endowment and family endowment organically, realized the elderly pension aspirations in the community, and gradually become a pension feasible.In this paper, through the analysis of the community endowment theory and the foreign community endowment pattern and combined with the pension status of Dalian City Development Zone, we establish a pension mode of community, through the design of the concept of community planning Dalian Development Zone. At the same time, combined with the status of the project funds, the demand market, the feasibility of the construction and analyzed the operation changes in the way of the local market and the market, we design a set of reasonable community planning.
