According to the seventh national census in 2020,the number of elderly people aged 60 and above in China has reached 18.70% of the total population.As the aging rate increases year by year,the demand for senior care increases gradually,and the quality of senior care demanded by the elderly gradually increases.According to the information released by the National Health Care Commission in 2021,the number of elderly people who choose community and home care accounts for more than 90% of the total elderly population in China,and community senior care service facilities become an important guarantee for the elderly to enjoy a happy old age.In this context,whether the current resources of community elderly service facilities can meet the needs of the elderly is an issue worth studying.This paper takes the opportunity of the introduction of GB50180-2018 for urban living area planning and the implementation of community living circle planning for the first time in policy,which incorporates elderly services into the main content of grassroots community services,to study the evaluation of the spatial allocation of community elderly service facilities based on the concept of community living circle planning,and takes the Beilin District of Xi’an City as an example to evaluate the current spatial allocation of its community elderly service facilities,and analyze its current problems and the causes of the problems.Firstly,we discussed the necessity of evaluation based on the objective needs of the elderly residents in the research.Based on the understanding of the basic principles and objectives of the community living circle model and the concept of community living circle,we interpreted the content of the 18 "Standards" on the spatial configuration of community elderly service facilities,integrated the relevant theories and policies,selected the indicators that can reasonably evaluate the spatial configuration of community elderly service facilities based on the concept of community living circle with the principles of operability,comprehensiveness,scientificity and goal-oriented,and determined the quantification method to complete the construction of the evaluation system.Then,based on the data obtained from the research on the current situation of aging and community elderly service facilities in Beilin District of Xi’an,a quantitative evaluation study was conducted on the current spatial configuration in terms of spatial layout,scale allocation and function supply.The evaluation results show that the spatial layout of the community elderly service facilities in Beilin District is characterized by large differences in accessibility,low service coverage,and low efficiency of facility construction;the scale of supply is characterized by shortage of demand and unbalanced per capita allocation of elderly service facilities;the functional configuration is characterized by imperfect functions and satisfaction of the elderly,and the causes of the current problems are also analyzed.Finally,with the problems as the guide,the corresponding optimization suggestions are put forward from three aspects: optimizing the spatial layout,completing the number of facilities and improving the functional configuration,in order to provide a basis and reference direction for optimizing the spatial configuration of community elderly service facilities in Beilin District and similar cities. |
