Study On Scenic Byway Planning Theory, Case And Practice

In recent years, traveling by car is becoming a common way to travel from fashion with the prosperity of automotive culture. Highway corridor is becoming an alternative way of traveling, and the public also have more and higher demand on road as an important public goods. Successful road planning and design is flexibility to able to coordinate the relationship between the road and ecological environment, landscape planning, cultural preservation and tourism recreation.Scenic Byway is a kind of scenic roads, which is worthy of being preserved and rehabilitation, with quality of scenic, historic, recreational, cultural, archeological, or natural features. It implements the transition from a single road traffic function to transport, ecology, recreation and protection of composite functions. In recent years, with the rapid development of China’s road construction, more and more local government start exploring the construction of tourist roads, landscape roads, greenways or heritage corridor. Such times call for a combination of road construction and ecological environment, cultural heritage, landscape features, tourism and leisure, etc. while the foreign relatively mature scenic byway planning research and analysis, will have important theoretical and practical value for China’s roads plan career.This study is divided into four parts:Firstly, the research background, contents and methods are elaborated, and frame structure of the entire article is built. Meanwhile, the domestic and Chinese researches about existing scenic byway planning are reviewed. They help to provide the appropriate documentation basis. Then, this paper puts forward innovative theoretical basis of scenic byway planning and design. Under flexibility in highway design it further explains the concept of a new theory related security, landscape, experience, participation and so on.Secondly, this paper analyzes scenic byway planning and design four elements that include road alignment, road structures, roadside service facilities and roadside landscape environment. Under the use of flexibility concept in the road design, the road is ensured that all design elements meet the transportation security and accessibility, and taking considerations into aesthetic art, culture, recreation tourism, environmental protection and other complex features. They make scenic byway become special tourism attraction.Thirdly, the two typical cases of Chinese and foreign were selected for analysis and verification. The one is Columbia River Highway as foreign typical case. This highway is an American first well-planned landscape road, so many concepts and ideas about this case are value for us. The other is Jiangfan highway in Guizhou as domestic case. This paper applies the Scenic Byway specific concepts and paradigms to the planning and construction of roads in China to guide its better practices and operations.Finally, the conclusion has been made. The deficiencies and the contents which need improving have also been mentioned.
