| As an important part of land use, rural residential is the carrier body of local residents’ production and living, which is the core of man-land relationship. At present, rural residential land of our country has many problems on land use, such as lack of planning, large area occupied, low land utilization ratio and so on, which seriously restrict the economic development and the improvement of residents living conditions. In this situation, the study of rural residential land consolidation has significance in theory and practice.This study takes Panshan County in Liaoning Province as an example, learning the advanced theories, research methods and actual survey from home and abroad, the collecting a variety of information. Combined with our national conditions, we conduct in-depth research on current situation of land use, potential evaluation, consolidation division and mode decision, consolidation schedule, support measures of rural residential land consolidation in Panshan County from both theoretical and empirical research, which also provide a theoretical basis for the new round of rural residential planning. The main research contents and conclusion are as follows:(1) Potentiality estimation and classification of rural residential land consolidation. Based on comprehensive surveys and large statistical data, we study the land consolidation potential and its classification using the GIS technology, multi-factor comprehensive evaluation and the mathematical statistics method. The results show that there is22.67%rural residential land which could be consolidated. Nonetheless, the township in different potential classes should take corresponding consolidated mode and identify the working order. It is suggested the consolidation could be started from the township in first potential class as built demonstration area; the second class should give priority to concentrating toward central country and built "Green Line"; the top priority of consolidation in the third class was to change the residents’traditional living view and land view; the last class could postpone the consolidation.(2) Division and mode decision of rural residential land consolidation. Construct index system for suitability evaluation of rural residential, application spatial analysis to determine the appropriate rural settlement area. Basis on the regulation principle of division, we take administrative villages as evaluation unit, put the county area into6divisions which include reconstruction area of the urban village, suburban concentrated consolidation area, agricultural comprehensive improvement area, construction area of centre village, ecological preservation area, movement and merger area of village. According to the socioeconomic status and characteristics of rural residential land, choose suitable consolidation mode for clearing the development direction of the village in different divisions.(3) Scheduling of rural residential land consolidation. Following a step-by-step approach and starting with the easier tasks before moving on to the more difficult ones, basis on the potentiality classification and division, we identify the towns and villages which should carry out the consolidation work preferentially. The short-range design includes5towns with1767.02hm2and28priority villages; the other8towns are as long-term design with840.50hm2and38priority villages.(4)To ensure the healthy and orderly development of rural residential land consolidation, we should complete administrative and management system, actively expand financing channels, improve technical means and enhance public participation, so as to comprehensively promote the rural residential land consolidation. |
