Issues related to agriculture,rural areas and peasantry has always been a fundamental issue that matters national life,and consideration comprehensively of the issues is the only way to improve peasantry’s living conditions,enhance agricultural development,promote rural progress,thereby realizing rural revitalization and modernization.In this context,the proposal of the national strategy of Rural Revitalization provided a deeper understanding of the majority of industry,academic and research workers.It is an important challenges and hot issues of our country about the effectively method of implementation of the Rural Revitalization Strategy and the planning of rapid realization of rural revitalization.Research shows that comprehensive land consolidation is an effective way to promote the integration of urban and rural development,ensure food security,and promote the construction of beautiful countryside and ecological civilization.However,there is no conclusion on the modes and methods,planning and evaluation of comprehensive land consolidation,most of the study focus on practical exploration at present.This paper focuses on the study of a new way of land consolidation comprehensively under the background of Rural Revitalization Strategy,and takes Wugong County as an example to experience.The results can provide some scientific basis for the effective revitalization of rural areas,promote the integration of urban and rural areas,the development of rural economy and the regulation of natural ecological environment,is also of great reference value to alleviate imbalance of human and land,ensure the security and sustainable development of food and living environment.The main research results and understandings of the paper are as follows:(1)Revealed the relationship between the rural revitalization and comprehensive land consolidation.With studying the background and significance of Rural Revitalization Strategy and the development process of comprehensive land consolidation,and combined with the understanding of the theory of harmony between people and land,sustainable development,geography of rural settlements,shows that the starting point of the realize rural revitalization and comprehensive land consolidation effectively is to balance and coordinate the relationship of rural ecological protection,population migration,land production and industrial development.As comprehensive land consolidation is building a land-balance system after systematic and scientific planning instead of single land development and improvement project,it will be an feasible path to realize Rural Revitalization Strategy.And the strategy also put forward a new requirements on the concept,ideas and mode of comprehensive land consolidation from the perspective of ecological protection,social development,economic development and other aspects.(2)Summarized the main content,method and modes of comprehensive land consolidation based on the background of Rural Revitalization Strategy.The main content of comprehensive land consolidation is to formulate a improve planning and scheme that investment and returns is balanced based on the detailed investigation and potential estimate results,so that realize structure optimization and harmonious development of ecospace,production and life space.The method conclude standard arable land method that estimate the improvement potential of agriculture land,and the standard method of construction land per capita,and so on.The modes are: the construction of rural complex mode that based on peasant economic cooperative to realize the harmony between ecology,production and living,the integration of different industry,and benefit to agriculture,country and peasant,the mode of construction of urban-rural integration development pilot area that provide space for the integration of industries,the mode that combined the construction of emerging industrial park,and so on.(3)Estimated the potential of comprehensive land consolidation takes Wugong for example.This paper estimated the Wugong potential of comprehensive land consolidation with standard arable land method and the standard method of construction land per capita.The results shows that the total potential scale of comprehensive land remediation in Wugong County is 22520.53 hm2,the maximum supplementary cultivated land area is 1734.77 hm2,the minimum supplementary cultivated land area is 671.44 hm2,and the maximum saving construction land scale is 1063.33 hm2,all these potential is of great reference value for the construction of rural complex and urban-rural integration development pilot area.(4)Put forward the planning scheme of comprehensive land consolidation based on Wugong improvement potential.Based on the natural endowment and development potential of Wugong country,in consideration of the urgent needs of national pilot zone for intergrated urban-rural development,thought the planning guide of Wugong comprehensive land consolidation is the dual mode that combine rural complex and urban-rural integration development pilot area.Then put forward the dual mode system and planning scheme,will contribute to the rural revitalization of Wugong.
