| As a critical component of the new territorial planning system that encompasses five levels,three types,and four systems,rural planning is a significant basis for the implementation of the rural revitalization strategy.The current lack of scientific and rational planning for rural construction in many areas of China has led to a series of problems such as extensive and inefficient land use,unreasonable layout,and outstanding contradictions between ecological environmental protection and construction.To this end,the state has successively issued relevant documents,proposing to "divide the types of villages in county areas and plan for village development as a whole." How to scientifically evaluate the rural development potential,divide the village types,and guide the rural construction according to local conditions have become a major problem to be solved in the future of China’s rural revitalization.Based on the theoretical framework of "Production-Living-Ecology Space",this paper builds an evaluation index system of rural development potential from three dimensions: life,production and ecology.Taking Pingli County of Shaanxi Province as the research area,the development potential of 137 administrative villages in the whole county is evaluated,and villages in county areas are categorized.According to the type of rural development in Pingli County,combined with the evaluation results of the comprehensive development potential of the village,rural land management and spatial optimization strategies are proposed by classification.The main research contents and conclusion of this thesis are as follows:(1)Construct an evaluation system for rural development potential.The evaluation system of rural development potential is consisted of three sub-target layers,including settlement potential,industrial development potential,and sustainable development potential;nine element layers,including location and transportation conditions,settlement living conditions,spatial expansion level,economic level,cultivated land conditions,agricultural modernization level,ecological protection impact,geological disaster impact,ecotourism resources;and 16 index layers,including distance to built-up area,etc.(2)Analyze the basic county conditions of Pingli such as natural conditions,socioeconomic development,land use structure,village construction layout,etc.,thus finding three main problems in the rural development of Pingli County: the existing land use is inefficient;the agricultural economy is weak;and the construction is spreading out of order.(3)Using entropy-weight TOPSIS model,the 137 administrative villages in Pingli County are divided into five types through the combination of hierarchical clustering and qualitative analysis.They are 12 high potential development villages,25 settlement potential restricted villages,36 industrial development restricted villages,42 ecological protection restricted villages,and 22 declined villages with low potential.(4)Build a gradient system of rural space optimization with hierarchical management and classified optimization.Based on the evaluation and classification results of rural development potentials,a gradient system for rural optimization is constructed,and guidelines for grading land use control are proposed.For different rural types,the respective optimization priorities are determined according to local conditions,and typical villages are selected for case analysis to promote the connection between theoretical research and planning practice. |
