Since China’s reform and opening up, people’s spiritual and cultural needs are moreand more vigorous, people eager to have leisure and entertainment space, hoping to enjoymore public resources. People’s thinking of the independence, selectivity, variability, thedifference obviously enhanced, so they put forward higher request to the socialdevelopment. Managing the park by lay and the park is open for free, let more people enjoythe public green space and the cost is not high and benefit widely, what’ more, the socialeffect is good, far-reaching significance. Tianjin’s city garden, park construction anddevelopment level of Tianjin city, is the epitome of the material and cultural development,also reflects the Tianjin scientific planning, governing according to law.In this paper, we take Tianjin Water Park as an example, from the angle of the park,garden development history, management of the legal system construction and developmentand free, analyzing the main problems existing in Tianjin’s city park, landscape planning,construction, management and service, and putting forward the correspondingcountermeasures, for all levels of government and relevant departments in particular, aswell as the whole society to provide reference in the future according to the planning,construction of the tourists, the management and use of the park.
