Research On The Problems And Countermeasures Of Open Park Management In Boxing County

Park is a prominent representative of urban public resources,and it is a very important infrastructure in the city.In addition to improving the urban environment,parks provide recreation,entertainment,culture and shelter for urban residents.With the development of economy and the change of government function,the park of our country turns from the closed type to the open type.The free-opening park has the attributes of quasi public goods.This article takes the Boxing county's free-opening park as an example.The purpose is to discuss the existing problems in the management of the free-opening park,and put forward the corresponding countermeasures.Firstly,this paper introduces the background and significance of the study,introduces the basic situation of Boxing county's free-opening park,whose name is the People Park.And then this paper introduces the research status of free-opening park management at home and abroad.Then puts forward the basic concepts and related theories.This paper will be based on the theory of quasi public goods,multi center governance theory,tragedy theory and incentive theory to analyze the free-opening park management,explore the existing problems and find solutions.The third chapter introduces the management status of free-opening park in Boxing county.Boxing County sets up a special management center.Boxing County builds the management center system.The government is the main body in the park management.The park management unit belongs to the full financial allocation institution.Boxing county has made good use of government purchase services to enhance the demonstration park management efficiency,but there is also some problems in the park management.For example,the park management doesn't introduce the social subject,doesn't guide residents to management,management system construction is not perfect,administrative staff is less and have low management ability.In addition,the contradiction between revenue and expenditure of the free-opening park management in Boxing county is also very obvious.Simply relying on the full financial allocation can not meet the expenses of park management.Boxing County Park Management Service Center has not set up incentive and restraint mechanisms for managers.In order to study the attitude and cognition of public participation in park management,we conducted a survey by questionnaire.The survey result shows that Boxing county public awareness of residents' participation in park management is low.From the current situation of Boxing County's free-opening park management,this paper analyzes the problems in park management.Firstly,the construction of the park management system is not perfect,including the establishment of institution building is not completed,the park managers have not been granted the power of administrative law enforcement.Secondly,the park management mode is not perfect,including social forces did not participate in the management of the park,the park management personnel work is insufficient and not establish an effective incentive mechanism for personnel management.Thirdly,there is a serious shortage of funds for park management.Fourthly,the management of tourist behavior lags behind.Fifthly,residents participation in park management is low.The main reasons are as follows.The system of park management laws and regulations is not completed in our country.The consciousness of public and social organizations to participate in the management is week.The management personnel access mechanism is not perfect.The park management is lack of effective supervision and assessment.Government funding is limited.The quality of citizens should be improved.Law enforcement power needs to be strengthened.Facing the practical problems of Boxing county free-opening park management,according to the theories above,we proposed some countermeasures.Firstly,design the free-opening park management system,including the basic design of the free-opening park management system,develop a daily management system,give park managers the administrative law enforcement power.Secondly,establish a management model of multiple management subjects,including the introduction of third party social management organization,recruiting volunteers from the community,guide residents to participate park management.Thirdly,set up a suitable free-opening park management system,including practice the daily standard management,establish an advanced management talent introduction mechanism,enhance the park management staff's management ability,construct scientific performance evaluation system.Fourth,the government has stepped up its intervention in park management,including the government attaches great importance to the park management,the corresponding policy support and increase the effective supply of funds,give more financial allocation.
