With the development of our social economy and the improvement of people’sliving standard，greatly increase the use of the public demand for the park，a goodopening become the outstanding characteristic of city park necessary. So，in thecommon driving social factors and economic factors，a lot of city park have to removethe wall，also "public" to society，but also the green to the social， open managementmode free open has become represent the general trend， city park into the developmentof the open era. For example，a141seat park at the end of2003，Shanghai City，free andopen up to99，accounting for70%. The park534blocks Beijing，free and open468，accounted for87.6%. More than60Nanjing city park is open free of charge to theformal implementation in2010，remaining as the main Zhengzhou，Shijiazhuang，Shenyang，Changchun City and many domestic cities，and even county-level cities haveto open city park road.In this paper，combined with the example of Taizhou Taishan Park，starting fromthe government supervision，market operation mode，the park management point ofview，through a combination of theory and practice，the characteristic and status quo ofcity park public and open problems are analyzed，and learn from foreign advancedoperation mode and management experience，combined with statistical analysis ofsurvey data，point out and problems analysis of city park public and open problems inthe mode of operation，put forward the solution of these problems and proposals andCountermeasures to strengthen the city park management.
