Research On The Management Of Open Parks In Jiawang District

Jiawang District as a long-standing coal production area,has suffered from ecological deterioration,since the transformation and development,vigorously invest in ecological restoration and basic service facilities construction,and strive to improve the living environment,in recent years,a large number of new,renovated and expanded a large number of parks,and free to the public,for the people’s life,entertainment,recreation and social networking has brought great convenience,but open parks also have their particularities and limitations,in the process of management,the management effect is not significant,the financial security is not in place,supervision and management are not in-depth,comprehensive law enforcement is lacking and other issues,so studying the management problems,causes and countermeasures of the current open park in Jiawang District is not only conducive to improving the overall management level of the park and the public’s feeling of visiting the park,but also conducive to promoting the better public service effect of the open park.This thesis takes the management of open parks in Jiawang District as the main body of research,through the access to archives,visits and exchanges,questionnaire surveys and field inspections,the information obtained on the management of open parks in Jiawang District is summarized,classified and sorted out,using the literature research method and comparative analysis method,based on the theory of public goods,the theory of service-oriented government and the theory of the third sector,indepth study of the theories and practices in the field of open park management at home and abroad,and summarizing the universal experience.In view of the current problems in the management of open parks in Jiawang District,we explore the reasons such as imperfect management system,single funding channels,chaotic supervision subjects and lack of law enforcement linkage,and propose to strengthen the construction of management system,clarify the main responsibility of management,and strengthen the design of the whole process system;Ensure the diversification of funding channels,rationally use government appropriation funds,and effectively expand the sources of social funds;Implement supervision and management work,broaden effective supervision channels,and formulate quantitative management assessment standards;Improve operational management capabilities,carry out professional team building,introduce multi-party force management.Carry out comprehensive law enforcement exploration,build a list of law enforcement powers and responsibilities,and strengthen law enforcement coordination and linkage to improve the management of open parks in Jiawang District.
