| In the process of city construction and management, the need for a legal basis toimplement the relevant affairs, which is the master urban planning, As the relevantdepartments of the state promulgated the public policy,urban planning is the basis toguide, control and promote the healthy and orderly development of city. However, inrecent years, with the rapid development of China’s city construction work, a seriesof problems are encountered in the city planning and implementation of the process.Such as, some important index of the master plan is broken, the implementation ofurban planning is arbitrary, the implementation and monitoring of planning are lack ofappropriate legal safeguards, lead to the master planning of the city is not to carry outscientific and effective.Take the Wuqing District, Tianjin city which have been urbanizing rapidly as thecase study has a special meaning. Since2008November, urban and rural masterplanning of Wuqing District get the Tianjin Municipal People’s Governmentapproved.The macro environment changes, the major facilities adjustment influencethe planning implementation. Therefore, it is necessary to scientifically evaluate theimplementation of the Wuqing urban and rural planning.First of all, on this basis, the reference related research of implementationevaluation of urban planning at home and abroad,and pointed out the problems of theevaluation of the urban planning implementation. And then, around the achievementof planning，the implementation of planning，the implementation effect of planning toestablish a scientific and effective planning evaluation system,using qualitative andquantitative analysis method, spatial analysis method,public survey method toevaluate the Urban and rural master planning of wuqing. Finally, the impact ofuncertainty in the implementation of the planning were analyzed, the suggestions ofthe planning revision and effective implementation of master planning were provided. |
