Study On The Comprehensive Benefit Of Marine Resources Development In Jiangsu Province

Marine resource development and utilization can alleviate the more and more growing pressure coming from the population resources and environment along with the development of our country, which has brought enormous economic benefit and has become an important growth point of national economy. But the large scale of the marine development activity has also brought certain negative influence to the coastal ecological environment. So carrying out the comprehensive benefit study involved economic benefit, ecological benefit and social benefit could conducive to the realization of sustainable marine development and utilization. The study on the basis of collecting costal development data and investigating the present condition of development and utilization of JiangSu province, construct a comprehensive benefit evaluation model by selecting evaluation indicators and select 4 typical use styles of coastal development to validate. The main research conclusions are as follows:(1) According to different characteristics of the use styles and the influence to environment, the study establishes a comprehensive benefit evaluation model. This model includes three evaluative factors as economic benefit, ecological benefit and social benefit, containing 9 valuation indexes, meanwhile define the calculation method of each indicator. The study applies the analytic hierarchy process (AHP) to determine the weight of the index, and use the Delphi method and Poor standardization method to standardize the index, the linear weighted method are used to calculated the comprehensive benefit index number.(2) The study select four typical exploitation and utilization modes such as offshore wind power、offshore sea drainage、agricultural reclamation and land reclamation as cases, and obtain the comprehensive benefit evaluation index number through the model respectively 0.5359、0.41、0.40131 and 0.6402.(3) According to the above results, the comprehensive benefit evaluation index number of the four use types rang from 0.40131 to 0.6402, among which land reclamation is highest, followed by offshore wind power, offshore sea drainage and agricultural reclamation. It indicates that the comprehensive benefit of land reclamation and offshore wind power in a superior level, while offshore sea drainage and agricultural reclamation is general. Comprehensive benefit index number to some extent could provide references for regional marine project, but different use styles have different constraint factors. So in the practical work we need based on the actual condition to judge the prior encouraging development style.The research establishes a comprehensive benefit evaluation model, which involves the economic benefit, ecological benefit and social benefit of marine resources development. This model could be used to analysis different use styles of waters’ comprehensive benefit quantitatively, supplying decision support for the marine resources development and utilization reasonable, scientific management and protection, promoting the sustainable development of marine economy.
