Research On The Coupling Of Marine Resources And Marine Economy

With the rapid development of marine economy in Jiangsu Province,the development of marine resources has intensified.Systematic analysis of the relationship between marine resources and the marine economy,reasonably evaluate the comprehensive benefits of marine resource development and economic development and scientifically analyze the coupling and coordination of marine resource development and economic development,which can provide a basis for adjusting marine resources development policies,promoting marine industry and economic development,and providing reference for marine resource development and ecological environment protection.This paper first screens out the marine industry that directly uses marine resources,the categorization of sea area usage,Sea use pattern and marine resources involved in various marine industries are discussed.The corresponding relationship between marine economy,industry,resources and sea use projects was constructed.The relationship between marine resources and marine economy was systematically analyzed.The composition of marine resources and the comprehensive benefits of marine economy and the proportion of internal structure were calculated and analyzed.The relationship between marine resources and marine economy is analyzed from the macroscopic perspective of marine economy and industrial classification and the microscopic perspective of marine resource development projects.Then,combined with the entropy weight method and rough set theory,the reduction of marine resources development comprehensive benefit evaluation index system and marine economic development evaluation index system is constructed.Select five types of marine resources development types in Jiangsu Province,including marine protected areas,marine aquaculture,offshore wind power,dumping dumping,and land reclamation.The catastrophe progression model,data envelopment analysis model,projection pursuit clustering model and comprehensive benefit index model were used to comprehensively evaluate the typical marine resource development type(micro)and the marine economic development status(macro)in Jiangsu Province.The models suitable for macro evaluation and micro evaluation are selected.Finally,the coupling evaluation index system of marine resources development and economic development in Jiangsu Province is constructed.Based on the coupling theory,the coupling and coordination relationship between ocean resources and economy is analyzed,and the coupling factors and coordinated development suggestions are proposed.The main conclusions are as follows.(1)The cumulative value added of the four major industries of marine transportation,marine and shipbuilding,coastal tourism and marine fisheries accounted for more than 90%of the added value of the major marine industries in each evaluation year.It has been decreasing year by year since 2011,reflecting The development of marine resources in Jiangsu Province has promoted the diversity of the development of the marine economy.The highest internal composition of the comprehensive benefit value of marine resources development is the net economic income,followed by the ecological profit and loss value.The comprehensive benefit value of marine protected areas and offshore wind power is the highest,mainly because the ecological profit and loss value is positive and the resource loss value is small.The comprehensive benefit value of land reclamation is negative,mainly because the marine resource loss assessment value,ecological profit and loss value,and ecosystem service function value loss assessment value are relatively large.The proportion of resource loss in marine protected areas is the smallest,indicating that the loss of resources in the net economic benefits is the least,while the proportion of resource loss in land reclamation and marine aquaculture is the highest.The marine protected areas and offshore wind power have the highest proportion of environmental profit and loss,indicating that their environmental profit and loss contributes a lot to the economic net benefit.The ecological loss of sea reclamation and marine aquaculture has the highest proportion,and it is negatively correlated with the net benefit of marine economy,indicating that its marine economic development will cause high ecological loss.(2)Combining the entropy weight method with the rough set theory,the Jiangsu Province marine resources development evaluation index system consisting of social profit and loss,economic profit and loss,resource profit and loss,environmental profit and loss,four quasi-layers,eight factor layers and 24 factor indicators was constructed.The Jiangsu marine economic evaluation index system including the scale of marine industry,the profit and loss of marine resources,marine ecological profit and loss,marine environmental profit and loss,four quasi-layers,eight factor layers and 24 factor indicators was constructed.(3)The data envelopment analysis model evaluation results show that the development and utilization of marine resources and the development of marine economy in Jiangsu Province are sustainable during the evaluation year.The evaluation of the catastrophe series model indicates that the comprehensive benefits of reclamation,offshore wind power and marine protection areas in the five types of marine resource development types in Jiangsu Province are relatively high,0.9432,0.9414,and 0.9351,respectively.Among them,social profit and loss indicators and economic profit and loss indicators are the two main components that affect the development of marine resources.The projection pursuit clustering model evaluation showed that the projection value of the comprehensive benefit of marine protection area and marine aquaculture was the highest,which was 3.3742 and 2.7182 respectively.The comprehensive index model evaluation shows that the comprehensive benefit index of marine resources development for reclamation and sewage dumping is higher,0.3883 and 0.3613,respectively,and the marine protection areas is followed by 0.2927.By comparing the catastrophe progression model,the projection pursuit model and the comprehensive benefit index model to the evaluation of marine resources development in Jiangsu Province,the main reason for the abnormality of the evaluation index for reclamation is due to the lack of sufficient resource loss in the evaluation index system.And environmental loss indicators.The results of the catastrophe progression model and the comprehensive benefit index model are similar,while the comparison results of the projection pursuit model are closer to the comparison values of the comprehensive benefit evaluation values of each marine resource development type.This indicates that the projection pursuit model is more suitable for evaluating the development of marine resources from a microscopic perspective.The catastrophe progression model found that the comprehensive benefits of marine economic development in Jiangsu Province were higher in 2014,2015 and 2013,respectively,0.9757,0.9721,0.9574,of which 2014 was in a good state,and 2015 and 2013 were in a general state.Among them,marine industry scale indicators and marine resource profit and loss indicators are the two main components that affect the development of the marine economy.The correlation between marine resources profit and loss indicators,marine industry scale indicators and the comprehensive membership of marine economic development is relatively high.The projection pursuit clustering model found that the projections of the comprehensive benefits of marine economic development in Jiangsu Province in 2014,2015 and 2013 were the highest in all evaluation years,which were 3.115,3.0978 and 3.076 respectively.The rest of the evaluation years are between 1.7385 and 1.7392,with little change and tend to be stable.The comprehensive index model evaluation found that the comprehensive benefit index of marine economic development in Jiangsu Province has been increasing year by year since 2013.From 0.5316 in 2013 to 0.6067 in 2015,it shows that the development of marine economy in Jiangsu Province is continuously optimized.By comparing the catastrophe progression model,projection pursuit model and comprehensive benefit index model to the development of marine economy in Jiangsu Province,the overall trend of the evaluation results of the three models is similar,and it is found that the development in 2013-2015 is the best.The comprehensive strength of marine economic development is constantly increasing.The dynamic trend of each year is more similar to the catastrophe progression model and the comprehensive benefit index model,which is the closest to the actual situation of the marine industry economic value added in each year.This indicates that the two models are suitable for evaluating the development of the marine economy from a macro perspective.(4)The coupling of marine resources development and marine economic development in Jiangsu Province is at a high level coupling stage,and the coupling coordination type belongs to coordinated development type.Among them,the coupling and coordination development level based on the comprehensive benefit index has a gap from the high degree of coordination.In the coupling mechanism,the overall level is at a medium level,and the comprehensive benefit index of the marine economic development dominates the coupling and coordination relationship.The coupling coordination development level based on membership degree is in the high quality coordination stage,and the coupling development type belongs to the synchronous development type.The coupling coordination development level based on projection values is in the high-quality coordination stage,and the coupling development type of marine protection area and marine aquaculture belongs to synchronous development type.The projection value of marine economic development is dominant in three types of offshore wind power,dumping dumping,and land reclamation.The innovation of the paper are as follows.The corresponding relationship between marine economy,industry,resources and sea use projects was constructed,and the correlation between marine resources and marine economy was systematically analyzed.By comparing the evaluation results of each evaluation model,we analyze the methods that are more suitable for the evaluation of the development of marine resources from a microscopic perspective and the methods that are more suitable for the development of marine economics from a macro perspective.Based on objective evaluation of the development of marine resources and the development of marine economy,the coupling relationship between marine resources and marine economy was calculated.
