Study On The Government Leading System Of Food Safety Monitoring Under The Governance Perspective

Supervision on food safety is the most important issue for China’s economic and social development. In the past, supervision on food safety is implemented by government exclusively, which results in many food safety problem. Therefore, we should improve the effectiveness of food safety supervision from a new angle of view——the governance theory.In China, food safety problem has undergone a development process. It boomed in the new historical period after the reform and opening up. Nowadays, the food safety in China has made some progress. Statistically, the average life span and nutrition standard of Chinese have improved. However, the food safety situation in China is not optimistic and has a long way to go because of the weak supervision, the imperfect legal system and unreasonable management system, the serious pollution of the upper of agricultural food chain, the poor equipment of food production and processing units and excessive or illegal use of various formulation factors.Both the government and the society make some effects on China’s food safety. In order to solve the food safety problem, the government should take advantage of social power. We should learn from the foreign experience so as to perfect the government-led food safety supervision system.The government should enforce the construction of food safety law, define the government food safety supervision responsibility clearly, and strengthen the cooperation as well as establish and perfect the accountability system of food safety supervision. The citizens should have the access to participate in the supervision. The third party inspection institutions should play the role in the supervision. The industry association should strengthen the self-discipline mechanism.
