Weihai City Huancui District Food Safety Supervision System Innovation Research

As the saying goes:"hunger breeds discontentment,food to safety first". Overview of the ancient and modern, Chinese and foreign, food safety has always been very sensitive topic, because it is related to people’s health and life needs. Although in the early ninety’s of last century, China has promulgated a number of laws and regulations on food safety supervision system to improve and perfect, but there are still many shortcomings, such as cross function, regulatory gaps and so on. In this regard, the State Council, from 1997 to date, has repeatedly to the food safety regulatory authorities to adjust and reform. After 2013 big department system reform, supervision of all aspects of food production, circulation, catering and other of our country realizes the centralized management, the first truly realized "from farm to table" of the whole chain, a full range of coverage.In this paper, from the food safety supervision system research, the food safety supervision and its constituent elements are analyzed in detail. In reference to the advanced experience of food safety supervision in Europe and the United States and other developed countries and regions at the same time, but also the use of the food market information externality, government regulation and corporate social responsibility theory, the proposed conforms to our country national condition to further improve the food safety regulatory measures. The study included established a unified and efficient food safety regulatory agencies, establish and improve the food safety laws, regulations and standard system, improve the efficiency of supervision and management, the government purchase third-party testing agency service system establishment and development of countermeasures. Through the present situation of Weihai City Huancui District food safety regulatory system research, analysis the existing problems and their causes, methods are proposed to reform and innovation, to improve the Weihai City Huancui District food safety regulatory system to provide constructive suggestions.
