Research On The Technical Innovation Efficiency And Inlfuence Factors In Medium-sized Industrial Enterprises Of Guangdong Province

Large and medium-sized industrial enterprises is an important pillar of strengthin the economic development in China, Guangdong is China’s first economic Province,with the many regions’ recovery in the financial crisis, technological innovation hasbecome a sustained and rapid decision of large and medium-sized industrialenterprises’ development, also an important factor affecting economic growth andregional competitiveness. Compared to the international competitiveness of developedcountries like United States, large and medium-sized industrial enterprises inGuangdong still have long way to go. How to speed up the pace of technologicalinnovation, and how to improve the efficiency of technological innovation, how tomake Guangdong transform from a large manufacturing province to a stronginnovative province which depend on scientific and technological progress hasbecome an important topic to study.This Paper rely on the basis of in-depth analysis of previous research and theory,the traditional DEA efficiency evaluation model is improved. We open the "blackbox" of the process of technological innovation, and design a new two phaseinput-output index system relying the new model. Guangdong and other29provincesand cities’ efficiency of technological innovation are evaluated with this improvednetwork DEA model. The eight-measure variables which affect Guangdongmedium-sized industrial enterprises’ technological innovation efficiency are dividedinto innovative resources configuration, market structure and institutionalenvironment, and we also use of Tobit to analyze the eight major factors. Theempirical results show that:The Improved method can identify efficiency evaluation stronger and better,also able to better reflect the frontier production capacity of hybrid innovation system;Guangdong’s technology conversion efficiency is higher than the efficiency oftechnology research and development; In the Improved model, Guangdong’s rankingsystem efficiency value decrease, the main reason is the low effectiveness ofcoordination between the two subsystems.Intensity of R&D investment, business growth capacity, market concentration,the openness, the government’s investment in science and technology promote toincrease the efficiency of technological innovation; Enterprise asset size, theproportion of state-owned enterprises is not conducive to increase actually technologyinnovation efficiency; Investment in human capital exist wasteful and inefficient,there may be a lot of scientific and technical personnel who are engaged in low-techimitation, innovation and the positive role are not effective.
