Industry is an important part of the provincial economic development. Under the new normal, the growth rate of China’s economy has entered a shift phase, the early throes of structural adjustment and stimulus digestion phase "three phase superposition" stage.During the "Much starker choices-and graver consequences-in planning" period, the Hunan province faces to realize the economy rise and quality improvement of economic development, per capita income increase goal,and realize industrialization, informationization, urbanization and agricultural modernization, the enormity of the task synchronization of the "four modernizations" development goals.Researching the change of large and medium-sized industrial innovation efficiency and the influencing factors is of great significance,it has guiding significance to the enterprise for making policy.In this paper, by using the data of 2001-2012 in Hunan province statistical yearbook and China statistical yearbook and the data envelopment analysis and stochastic frontier analysis, the innovation efficiency of large and medium-sized industrial enterprises in Hunanprovince and influence factors were analyzed.We have the following conclusion : The innovation efficiency of large and medium-sized industrial enterprises in Hunan province in the national is low-ranking and the scale efficiency and pure technical efficiency is very low 。 The innovation efficiency of Changsha, Loudi and Hengyang rank the top and the innovation efficiency of Yongzhou and shaoyang are too low.Degree of openness, industry competition, the innovation scale effects on innovation efficiency has a positive impact, market competition degree had the greatest influence in the efficiency of innovation, and then is the size of the enterprise innovation and market openness.
