Gansu province, which has rich natural resources, located in the western region of China. Industrial enterprises dominated by mining and rough machining products are typical representatives of Gansu enterprises, and large and medium industrial enterprises is the main force of the industrial development. From the beginning of the founding of the PRC to the reform and opening up, Gansu has became the main base of material and heavy industry, but the development is still relatively backward compared with the whole country. The traditional industrial base is strong, as well as the science and technology is not weak, but failed to transform to economic advantage. One of reasons that influence industrial basis and science and technology not transfer to economical advantages is likely because the low technological innovation efficiency of the lage and medium industrial enterprises. Therefore, to evaluate the technological innovation efficiency of large and medium industrial enterprises, and to analyze the efficiency transform and propose suggestions is main methods of promoting transformation and upgrading of Gansu industry.Based on the analysis of existing literature, this paper takes the large and medium industrial enterprises of Gansu province as the research object, and evaluates its level of technological innovation efficiency from 2000 to 2014. The main idea of this paper: firstly, constructing the indicators system and evaluating the efficiency by combining the method of principal component analysis(PCA) and data envelopment analysis(DEA).From the perspective of input-output analysis, preliminary selection of ten input and two output indicators. Considering the DEA evaluation requirements for the number of indicators and decision making unit, there is a need to reducing dimensions for input indicators by PCA method and then evaluating the comprehensive efficiency, scale efficiency and pure technological efficiency based on DEA method. Secondly, with the two-step method(DEA-TOBIT) of Coelli, analyzing the influencing factors to efficiency of large and medium industrial enterprises. Meanwhile, proposing the methods and suggestions which can solve and improve the technological innovation efficiency of large and medium industrial enterprises of Gansu province.The main work and conclusions of this thesis as follows: Analyzing the present status of technological innovation, it is found that the innovation input and output shows a rapid upward trend, but there is a big disparity with the national average level. Evaluating innovation efficiency during 2000 and 2014 through DEA method, it is found that both the comprehensive efficiency and returns to scale are increasing. The causes of low efficiency is mainly due to insufficient scale before 2007,backward technology level from 2007 to 2010,and reached relatively effective level in 2011 and after four years. Finally, the results of TOBIT regression shows that the degree of economic openness and the level of financial market development have a positive impact on the efficiency of DEA. Based on the evaluation and municipal analysis results, this paper puts forward some suggestions: one is to improve the quality of R&D personnel and capital investment; the second is to improve foreign trade exchanges and cooperation, and improve the level of technology cooperation; the third is to promote technology innovation of enterprises and show the guiding role of government; the forth is to improve the service system of financial institutions, increase financial supervision and review of the project.
