Research On Technology Innovation Efficiency Of Large And Medium Sized Industrial Enterprises In Shanxi Province

Science and technology has become the decisive factor of economic growth, regional technological innovation efficiency and ability has become the measure of regional technology innovation ability and one of the decisive factors in economic development. Since the founding of the country, the main task of Shanxi Province is the national energy base construction, thus formed the high investment, high strength, large scale, extensive mode of economic development, the low efficiency of technological innovation restricted the further opening up and the ability to participate in the competition, has become the largest obstacle of economic transformation of Shanxi Province. Large and medium-sized industrial enterprises is the important pillar in the development of national economy, it play an irreplaceable role in technological innovation efficiency of the region’s economic stable growth and competitiveness of ascension. How to recognize the present situation of the Shanxi Province technology innovation efficiency, accelerate the pace of technological innovation, shift from coal in Shanxi Province into a strong province, the progress of science and technology innovation has become the important subject to study.In combination with predecessors on the basis of relevant theories and research, first of all, the paper decomposed the process of technology research and development of technological innovation and results into two stages, constructing different evaluation index system respectively, and adopts the two stage series DEA model to calculate the efficiency obtained in various provinces in the value of technology research and development, technological transformation and technological innovation efficiency. The results showed that:(1) During the period of 2009-2013,the average value of technology research and development stage efficiency of Shanxi province is 0.360, the efficiency of technology transformation stage with an average of 0.508, which are in the backward position of the country, belongs to the state of extensive low efficiency innovation, showing the characteristics of "low development, low transformation", the two stage of the technological innovation efficiency needs to be improved immediately.(2) The low efficiency of technological transformation process is mainly caused by the low efficiency of technological innovation in Shanxi Province, how to effectively improve the technological transformation process of manpower and investment management and the implementation of relevant policies has become a task which must be completed to make sure Shanxi province is in the stable economic growth, promote structural transformation of environment. The results show that research and development of capital investment intensity, growth ability of enterprise, market competition and the government investment four index play an active role in the on innovation efficiency improvement. Research level of participation of enterprises, enterprise scale, nationalization, financial institutions support efforts and the digestion and absorption of technological innovation intensity have a negative correlation. Human capital investment is a wasteful and inefficient phenomenon, has no significant effect on technology innovation efficiency improvement. At the end of this paper, according to results of the analysis of the factors affecting the efficiency of technological innovation of large and medium-sized industrial enterprises in Shanxi Province, for to put forward consolidate the dominant position of enterprises and create a good market environment, enhance technology digestion and absorption ability, pay attention to the supervision on the financing channels, enterprise technology innovation management system of five promotion Shanxi Province large and medium-sized industrial enterprises technological innovation efficiency of policy recommendations.
