Large and Medium-sized Industrial Enterprise (LMIE) is an important pillar driving in the development of national economy. With the gradual economic recovery of each region flourishing in the post financial crisis era, technological innovation has become a core factor exterminating the rapid development of LMIE, regional economic growth and overall competitiveness of the region. It has been becoming an important topic for how to recognize the input and output situations of the technological innovation in LMIE, accelerate the pace of technological innovation and enhance the technological innovation efficiency so that it could make China transform from a large manufacturing country to an innovation-driven one.This thesis, depending on the basis of in-depth analysis of previous research and relevant theory, is mainly to be innovative in two points. Firstly,"black box" of technological innovation system was tried to open by using two-stage non-independent tandem DEA model. Secondly, input-output index system has been established to evaluate the technological innovation efficiency of LMIE in china. Nine-measure variables influencing LMIE’s technological efficiency are divided into market structure, institutional environment, and innovative resources allocation, meanwhile, Tobit regression model was introduced to analyze these nine main factors, the empirical results indicated that:the two-stage non-independent tandem DEA model can identify efficiency evaluation much stronger than the traditional one, and it could better reflect the frontier production’s situation of the technological innovation system; the R&D technology efficiency of LMIE is lower than the achievement conversion efficiency; low scale efficiency brings about low achievement conversion efficiency, while the R&D technology efficiency of is low because of low pure technical efficiency.Degree of market competitiveness, firm size and the level of production equipment have a positive and significant impact on the technological innovation efficiency. Technology absorption intensity, degree of enterprises’participation in Industry-University-Research, and support from financial institution are not actually conductive to increase the efficiency of technological innovation. Government investment has an insignificant negative effect on technological efficiency because the government is away from the front production management and the technical research frontier, which leads to the unsuitable determination with lack of market information, motivation and ability. Human capital exists inefficient and wasteful. And intensity of the scientific and technological innovation activities does not play a significant role in the technological efficiency.
