Currently, China Telecom is in through the transformation and precision management gradually establish intensive modern management mode stage, network resources construction also from random and scattered turn to design-centralized and unified construction, but the previous villages LAN construction widespread lack of planning, resulting in limited space for network expansion&upgrade, led to customers’demand not being effectively met, and other unsatisfactory issues such as bandwidth and network quality. Therefore, how to transform the manner and mode of the original network construction to meet the growing demand for broadband Internet access, improve the efficiency of telecom network resources construction, satisfy the customers’ expectations on continuous improvement of network quality and bandwidth, and effectively enhance customer service perception become the concern of the China Telecom Group. Thus, China Telecom Shenzhen Branch launched a project of the village-in-city FTTH transformation in Baoan, Shenzhen. The village-in-city FTTH transformation is a complicated system engineering, involving many areas; carrying on an analysis on the project will undoubtedly provide a reference to similar projects for effective developments; obviously, the selected topic has practical significance.In this thesis, we apply project management theory to the project of Baoan village-in-city FTTH transformation and from project management perspective, clearly state the main tasks of planning, implementation and project evaluation stage. At planning stage, the project objective is clearly defined with detailed construction scheme and project development schedule. At implementation stage, the project standards&acceptance criteria are prepared and team training and performance assessment are consummated, construction equipment procurement management process is set up along with the risk response strategies developed.At project assessment stage, we summarize all problems encountered during the implementation and providing solutions. We finally give suggestions for constructing similar projects.In this thesis, we explore a full set of optical network construction model, which involves time management, cost management, quality management, human resources management, and procurement management. It gives references for a better construction of an optical network in a city.
