| In2011, the Ministry of Industry and Information Technology of the People’s Republic of China issued the " twelfth five-year plan for the development of national e-government ", saying that it is important to push forward the development of national e-government, for it can not only improve the government’s ability to perform its duties, but also deepen the administrative reform and build a people-satisfying, service-oriented government. The plan analyzed the developing trend of e-government and put forward the developing guideline, goals, direction and priorities, which are highly instructive for the Chinese universities to develop their informatization progress.Overlooking the20year’s development of internet in China, the time for university informatization has arrived. It is an important method for them to establish an Office Automation system in order to transform their functions, improve the working style, increase efficiency, and better serve the teachers and students. It’s also a necessary requirement and for them to strengthen self-construction, reform and development. Therefore, it has become an inevitable trend to utilize the Office Automation system for their management.Using the most frequently used document flow procedure (dispatch documents management and receiving documents management) in universities as the main research object, this paper put forward the detailed functional requirements, established related system development framework in accordance with the system target, and studied several key issue on the document flow procedure. With the support of third-party workflow and NTKO OFFICE, the smooth running of document flow has been achieved through coding. After testing, the system run normally and the indicators were in line with the research of demand. With the cooperation of third-party workflow, the system can be applied to most of the current working process of domestic universities. |
