For China’s public security departments, the need for1.4billion Chinese people’s data processing must rely on the support of communication networks and information technology. That’s way we need "Golden Shield Project".OA (Office Automation, OA) system, is fully using of modern high-tech equipment, computer and network technology, and injecting the most advanced management ideas in the course of implementation, work ethic. Additionally, while it is changing the working efficiency and workflow, it also can prove to achieve a paperless office, and to achieve a work history can be recorded, to protect the environment and to ensure the well-founded public security authority office.In this paper, form the actual demand from Anshan City, Liaoning Province Public Security Bureau, we analyzed the current situation of office automation systems, studied the basic theoretical knowledge, designed and implemented the office automation system based on B/S mode. The system is based on Microsoft’s.NET platform, using C#as the main programming language, using SQL Server2008as the database systems of server. At the same time the paper focused on the introduction of workflow technology, using.NET platform open source workflow engine.NETBPM. By using of workflow technology, we can easily turn complex document workflow process unbundled, reduce developer coding complex logic.2,Paper is organized in accordance with the idea of software engineering, from requirements analysis,design, detailed design and implementation of the software testing, a detailed description of all the work content.
