With the arrival of the era of information technology, computer technology has enteredevery aspects of social life, the tremendous changes with technology of computer, networkand information, more and more companies and organizations are beginning to introducedifferent levels of information management systems to achieve information management,electronic data instead of paper-based information to facilitate the collection of informationtreatment and management.In recent years, the rapid development of personnel management system has been setup from the early hardware platform to integrated development gradually. Traditionalmanual management is inefficient, and query, update, maintenance is difficult. Personnelinformation management involves large amount and complex information, which includes awide range of business, fundamentally change the traditional manual operation mode, andpromote personnel management, information technology improve the efficiency ofpersonnel management, give full play to system functions. Personnel management systemimproves the efficiency of the personnel department, personnel information to improve thetimeliness and reliability of information technology to achieve a personnel management,personnel management so gradually standardized and formalized the road, which is aimportant condition of scientific, standardized management, and administrative officeautomation.In the Public Security Bureau, the current information technology personnel work stillin the stage of Excel records, fill are not standardized, shared poor and inefficient. Withcomputer technology and the rapid development of information technology, the PublicSecurity Bureau personnel management problems faced by a growing number of personnelmanagement system also put forward higher requirements, building efficient and reliablepolice personnel management system is imminent. At present, most of the personnelmanagement system into operation backward technology, imperfect, the use of a relativelynarrow range, poor stability, they use a relatively closed C/S structure. Most products existon the system interface is not friendly enough, operation is complicated, business processdoes not meet the management standards and other defects. Also, because of the special nature of police personnel management, personnel management determines the publicsecurity system design and development cannot be applied to existing personnelinformation systems.The main objective of the system is to develop a comprehensive public security bureaupersonnel management system to help reduce manual data and personnel departments andreducing the workload of data due to manual operation to bring information errors, improvework efficiency. In addition, also fully consider the future integration with other systems,data migration and other factors, this study and the design of the Public Security Bureaupersonnel management system is relying on human resources management, humanresources management based on actual needs, combined with human resources theory,using MVC development model, based on J2EE platform, using mainstream framework ofSTRUTS2+HIBERNATE+SPRING, using MySQL as the back-end database and Tomcatas the application server, we design and develop a scientific and rational personnelmanagement system. At design and analyze stage, we use UML modeling language, afterthe system development is completed, we conduct detailed test. The personnel managementsystem is fully functional, easy to commission and maintain, simply operation, high codereusability, interactive, safe, the data and analysis results is accurate and reliable, and weachieve the desired purpose.
