In a troops, military institutions and personnel management, internal staff is a keycomponent of the increase or decrease in personnel. Changes will directly affect theoverall operation of the military. The labor has the finer division and the closer contact,the more statistics work will be done and the difficulty is greater, too. The initialpersonnel management is in a manual mode which may record a large amount oferror-prone. Personnel Management System use computer instead of a large number ofmanual records, completion of a number of information processing.The new systembring more conveniences and higher accuracy, and can be long-term preservation.Old-fashioned paper records refer to the artificial materials management style has beeninappropriate for modern military development, and using personnel management toachieve the systematic, standardized and automation, will be the only way of militarymodernization. As the extent of military information construction continues,requirements for military personnel management are also constantly improving.Achieving the automation of the personnel management of officers and soldiers, willbring the army management efficiency. The modern enterprise development andconstruction of Personnel Management has matured, the unit personnel managementwith its own characteristics. We can fully draw on the experience of the personnelsystem development, improve the efficiency of system development.This thesis based on actual research results, primarily discusses the militarypersonnel management information system development methods and the main process.The system development environment was analyzed and PowerBuilder was select as theprimary development platform to reducing development costs. Using SQL Server2005to achieve distributed data management can increase system operating efficiency,reducing access time in different regions.The use of Unified Modeling Language UMLrealized needs analysis of the modeling work, and provided support of the detaileddesign of the system.By analyzing the development of software engineering methods,using structured and object-oriented method of combining the development, make fulluse of object-oriented design of modular and structured Process-oriented, etc., to reduce system coupling.For the special nature of military personnel management andconfidentiality requirements, selected the client/server model to achieve a safe wayconsidering the structure of the system.The military personnel information management system for software developmenthas experienced the entire process, involving a specific software engineering theory andrealization method. The system uses the current maturity of the development platformand data management techniques to reduce development costs and adapt to the trend ofsoftware development. The system has realized most of the military personnelmanagement functions.It is a highly versatile and practical system and is fast inoperation.The system has a user-friendly human-computer interaction, and a highdegree visualization.
