Since the normalization of diplomatic relations between China and Japan in1972, The problem of the ownership on the Diaoyu Islands has been put on hold for a long time between the two countries. In recent years, the Japanese government constantly disturbance, especially on April16,2012.The governor of Tokyo, Ishihara aso made a speech in a local seminar. He said that the Tokyo government decided to buy the Diaoyu Islands from the private. The dispute upgraded again, therefore, quite a stir was caused on opinions, civil and political of two countries.As the change of media environment, and the continuous development of media technology, Citizen consciousness is awakening, identity and status of public transmission of have qualitative changes. Public opinion’s generation and transmission present a new rule. The guidance of public opinion has a new pattern. This article takes "the Diaoyu Islands dispute in2012" as a case study. Taking news reports related the Diaoyu Islands dispute as the research sample, which were reported on the traditional media on behalf of the People’s Daily and the network media on behalf of the "Sina","Tianya BBS". Study the characteristics of the old and new media reports about the different strategies. All of the analysis of the selected samples, is the core "the Diaoyu Islands dispute", or news reports about the incident, and those have independent news headlines.For the reports in2012, we can learn that how to grasp the present regular of public opinion and how to lead a reasonable guide public opinion. At the same time I Analysised the advantages and disadvantages of old and new media, which exist in the process of public opinion guide. Put forward reasonable suggestions for the establishment of the system of supervision by public opinion. Therefore, in order to provide the reality basis for transformation of the government’s public opinion guide.
