Research On The Construction Of The Digital Archives Project Of Panjin Liaodongwan Economic Development Area

As the record carrier of the programme, construction and management in thedeveloping process of a city, the urban construction archives reflect the transformation fromadministrative activities to management activities, and provide a series of public service andinformation, acting as the important service platform between the government and public.However, comparing to the fast developing of computer and internet technology, thecommon archives could not keep with the developing of Time, and the digitization degree ofarchives need to be improved for that still there is some insufficient in the service for thepublic. How to improve the abilities of management and serving the society, and how toeffectively and reasonably make use of the modern network information technology to takeplace of the traditional management style of manual papery archives, have been the mostimportant issue in the developing of urban construction archives. The digitization of urbanconstruction archives is the best way to resolve this problem. Liaodongwan EconomicDevelopment Area is the important base of the economic developing in Panjin, and theculture developing is indispensable. However, there is a district gap between themanagement and construction lever in Liaodongwan Economic Development Area with itseconomic developing, and the construction of archives system fell behind the economic step.Based on the developing demand of the urban construction archives in LiaodongwanEconomic Development Area, this paper discussed the digital construction and developmentof urban construction archives, and tried to find a suited developing mode for the urbanconstruction archives.This work discussed the two problems for the construction of digital urban constructionarchives: how to build the digital urban construction archives and how to build the suitedarchives for Liaodongwan Economic Development Area. Comparing with the traditionalurban construction archives, research method, literature method and individual cases analysismethod were used to understand the benefits from the digitization of archives and theadvantage in management and apply of digital archives, so as to understand the urgency tobuild the digital urban construction archives. Moreover, by analyzing the typical domesticcases, some valuable experience could provide reference to build the characteristic urbanconstruction archives. Based on the urban construction archives in Liaodongwan EconomicDevelopment Area, the construction solutions, aim and the detailed functions and projectswere analyzed in this paper to give out a constructive direction. This paper included some viewpoints as following. Firstly, as influenced by computer and network technology, digitalurban construction archives is the necessary project to realize the city informatization.Secondly, there is a big advantage for digital urban construction archives comparing with thetraditional one. Thirdly, the building process of digital urban construction archives iscomplicated, and a standard system should be built for the formation, pigeonholing and saveof the digital archives. Fourthly, the local characteristics must be considered in the buildingof the digital urban construction archives, and other building modes could be simply copied.This work is based on the empirical researches, resulting the actual guiding significanceand local characteristics. Because the problems in practice is special and complicated, theviewpoints inside should be adopted flexible.
