A Study On The Problems And Countermeasures Of Information Construction Of Urban Construction Archives In Chengdu

Since the Reform and Opening up,China's economy and society have developed rapidly.At present and in the future,China is in a period of rapid urbanization,with a large scale of urban and rural construction.With the development of e-government in our country,the construction of e-government service platform has been gradually improved,and the state has put forward new requirements for the construction of urban construction archives(hereinafter referred to as "urban construction archives").As an important part of the e-government platform,the information construction of urban construction archives is the key work that the national urban construction archives need to comply with the development of the times,and it is also the inevitable trend of the development of e-government.Urban construction archives are the memory of the city,witnessing the appearance and changes of the city in different eras.Its working mode and methods should follow the development of the times and keep pace with the times and continue to improve.This thesis takes the informatization construction of urban construction archives in Chengdu as an example,which uses research methods such as case analysis,survey analysis,and literature research and takes each urban construction archives(offices)within the Chengdu city area as the main research object,combined with actual work through telephone consultation,on-site investigation and other methods to obtain the current status of the informatization construction of urban construction archives in Chengdu and the informatization construction of other urban construction archives in other cities in China.According to the survey,based on the collaborative governance theory,the status quo of Chengdu's urban construction archives informatization construction was summarized from three aspects: insufficient guarantee,unbalanced degree and insufficient resource sharing,and analyzed the causes of the problems,and constructed Chengdu The theoretical analysis framework of the informatization construction of urban construction archives.In the information construction of Chengdu's urban construction archives,there are problems such as high personnel mobility,insufficient constru ction of professional warehouses,and lack of professional informatization training;to some degree,there are problems of imbalance in digitalization,inconsistent admission requirements,and uneven management and utilization modes.In terms of resources,there is a problem that different departments and the government and the public cannot share resources.The Urban Construction Archives still uses offline methods to receive,manage,inquire and utilize archives.This thesis aims at the inadequate guarantee,unbalanced level,and insufficient resource sharing in the informatization of urban construction archives.According to the actual situation of the informatization construction of Chengdu Urban Construction Archives,and the informatization construction of urban construction archives in other cities in China The advanced experience in this field has put forward countermeasures and suggestions for the informatization construction of urban construction archives in Chengdu.The first is scientific planning for coordinated development,the active introduction of new technologies and instruments,regular training to improve the quality of personnel,and the active exchange and coordination of various forces;the second is to establish and improve relevant systems,strengthen the organization and leadership to implement macro planning,and formulate unified standards and standardized operating procedures.With the protection of laws and regulations and the support of electronic information technology,establish a unified standard e-government platform;the third is to build an information resource sharing platform to achieve resource integration,promote the construction of urban construction archives informatization from top to bottom,and establish an information integration mechanism to open up departments Information barriers between the government and the public,and strengthen the information security management of electronic archives.Strengthen the informatization construction of urban construction archives,the satisfaction of people can be improved by realizing the service model of "run once at most".
