Research On Architecture Of GIS Based Urban Construction Digital File Management System

Application of ICTs is one of most important study in 10 MPA courses. By using ICTs, This paper introduced a method of using public management theories for public decisions. Researches on ICT applications for construction archives with specific cases studies, founded issues and experiences will provide helpful Practices and experiences to basic-level government when conducting local construction archives management ICT project.Along with the speeding up of informatization, the traditional way, paper-based Urban Construction Archives management (UCAs), has been increasingly unable to meet the demand of information transfer and sharing in network environment, so digital UCAs become the mainstream. At present, UCAs management in Wenjiang District is also decentralized. All archives generated in Planning Bureau, Land and Resources Bureau, Construction Bureau, House Administration Bureau etc. are still scattered respectively. Some bureaus, such as Planning, Land and Resources, House Administration have established their own UCAs management system, which can not be used directly through internet because of these systems sharing nothing, non-uniform data standards, inconsistent Web-logic platform and other reasons. Therefore, it needs a lot of coordination between various bureaus to access to a construction project’UCAs. It is very inconvenient to do a secondary development and utilization for scientific and intuitive decision-making.Currently, Wenjiang district has started constructing a public platform on geographic information. Taking this opportunity to construct the digital Urban Archive Svstem based GIS platform will not only achieve a hologram management for UCAs in the same network environment, but also quickly accesses to maps by calling standard services, reduces development cycle and cost. In turn, it would deliver the system’s management function, enrich various functional modules of the public platform, and provides all bureaus of the district government with very convenient on-line archives search functions, detailed and accurate data for scientific decision-making.Keep in mind, the digital UCAs management system is engineering project-based, which integrates all kinds of project information, digital words Information and integrated geographic information from various bureaus, builds an information database to dynamically supervise and manage the whole process of all urban construction projects. It also combines GIS technology, database technology, three-dimensional virtual reality technology, to digitally cover all information on ground and underground resources, environment and infrastructure, and to integrate and share information resources, as well as various forms of information display and statistical analysis of the results.
