Study On Development And Utilization Of Archives Under Media Integration

In February 2018,the third plenary session of the 19 th CPC central committee adopted the decision of the CPC central committee on deepening the reform of party and state institutions,marking the eighth and largest reform of party and government institutions in China.This institutional reform takes reducing administrative cost as the means,improving administrative efficiency as the premise,in order to lay the foundation for realizing the modernization of national governance.In this paper,the institutional reform as the background,with the theory of archives management as the guidance,to promote the modernization of urban construction archives management as the goal,the institutional reform of China's urban construction archives management system and the impact of the work model,and put forward the relevant solutions.This paper is mainly divided into the following five chapters to discuss the impact of institutional reform on urban construction archives and propose solutions.The second chapter introduces the theoretical basis of this research,that is,the management theory,archives management theory and innovatively put forward the management theory of urban construction archives.It also briefly discusses the background,purpose and relationship of the modernization of national governance,institutional reform and "decentralization,administration,administration and service" reform.The third chapter mainly introduces the administrative centralization,operation mode and working mechanism of urban construction archives before the institutional reform.The fourth chapter describes the impact of the institutional reform on urban construction archives from three aspects: first,in terms of the management system,the administrative functions of urban construction archives were stripped away,which was assigned to the administrative department of construction;In terms of administrative focus,about half of the urban construction archives in China transferred to the department of natural resources management together with the administrative department of planning,which broke the unified leadership of the urban construction archives at the provincial level.In the aspect of archives acceptance,the pre-acceptance and special acceptance are cancelled,and the "joint acceptance" is implemented,which has a certain impact on the collection and entry of urban construction archives.The fifth chapter,guided by the modernization of nationalgovernance,puts forward the thoughts and strategies of modernization of urban construction archives management.Influenced by institutional reform,many new problems have arisen in urban construction archives work.Based on this,this paper puts forward its own views and Suggestions through analysis and research,and puts forward corresponding countermeasures,hoping to provide reference for the development of urban construction archives.
