With the coming up and development of water conservancy informationization, irrigated areas, as a combination of irrigation, flood discharge and prevention, are becoming the main battlefields of water conservancy informationization. During the construction of irrigated areas informationization, it’s of realistic significance to exploit an irrigation hydrologic monitoring system instead of traditional human monitoring and controlling flow quantity, which applies modern sensor technology, communicate technology and computer technology to gather, transmit and remote centralized management, and to remote control the gate of the broke control station in irrigated areas according to the demands of users simultaneously.This paper which makes the irrigated areas functional requirements as the background, is based on GPRS and Web to design and realize a solution.First of all, this paper briefly introduces the research status of both home and abroad in the field of irrigation hydrologiacl monitoring system, then gives the whole system designing scheme according to analysis based on system function demands and practical situation of irrigated areas. In order to achieve the real time remote monitor of irrigated areas water situation and project operation information, the system is divided into telemetry station and monitoring center two parts, the data transmission between which is implemented by GPRS network. The telemetry station and monitoring center are separately and detailedly designed on the basis of the whole system designing. The telemetry station adopts designing idea of modularization and integration, chooses equipment such as mature RTU, sensor, gate controller to build the hardware platform, analyzes and designs the communication protocol of telemetry station and monitoring center. Monitoring center uses a Web-based software structure and adopts the designing idea of hierarchical designing, implements function module of monitoring center software communication level, data level and users level separately.This hydrological monitoring system is based on communication network technology, ASP.NET dynamic web technology and database technology, uses Microsoft Visual Stdio2010as the development environment and Microsoft SQL Server2008as the system database, adopts C/S(Client/Server)+B/S(Browser/Server) software structure, uses C/S structure to complete data gathering and control command issuing of monitoring center and telemetry station, and utilizes B/S structure to provide users the water situation information releasing system operation-interface. It has implemented real-time monitoring module, data inquiry, pictorial statement, systematic management and other functional modules. With the help of the above mentioned modules, operators are able to complete the real time remote control of water situation in the telemetry station in irrigated areas and the maintenance and management of the whole system through the browsers, which has implemented the automation, informaionization and networking of the water situation monitoring in irrigated areas, met the the needs of software function design of irrigated areas water situation monitoring, provided a method and idea for analogous system design.
