Irrigation water monitoring system is a real-time system which is used for collecting and monitoring the information of rainfall and water flow in reservoirs and channels of irrigation area. Irrigation water monitoring system includes irrigation water information collection system, video surveillance systems, and the upper application software system.Firstly, the paper introduces the GPRS-based irrigation water regime monitoring system, and especially expounds the design and implementation of information collection system, video surveillance system and application software system from such aspects as data collection of the water situation, video monitoring, system layout, equipment selection, communications networking, and information dissemination and so on. GPRS wireless communication technology provides a safe and reliable transmission security for the real-time of irrigation water and rainfall data.At present, the construction of irrigation automation is still limited to the single irrigation district, so, it is necessary that establishing a mature, unified system to monitor all the irrigation district's irrigation water information of our nation. Then, the article introduces WCF-based distributed irrigation water monitoring system. It builds the WCF services in every irrigation district in order to collect and process the hydrological data of all irrigation districts. It establishes a cross-regional, cross-platform irrigation water regime monitoring system of the worldwide irrigation districts, water data of different irrigation districts collected and processed by multiple WCF services. Through this system, ministry of water resources division of agriculture can access to the worldwide record of irrigation water data in time, and timely, effectively survey and manage the irrigation water information of all irrigation districts.At last, the article evaluates the system objectively and roundly, and put forwards suggestion to improve the system. This article presents a model of hydrological monitoring automation to expand the existing hydrologic regime monitoring system, and structures water resources scheduling decision support system, remote control system, irrigation office system and geographic information system, to make water information more scientific and perfect.
