The world comes into the era of knowledge economy in twenty-first century,the talent with ability of knowledge innovation is one of the core competitiveness in countries. The teachers are playing an important role in the training process of talents. They are not only social persons,but also are leaders in education,individual teaching knowledge and ability of teachers affect students’ learning quality.The popularity of the development of modern science,technology,network and computer presents greater challenges to the education of teachers.Teachers should enhance their knowledge and skills through continuous learning and practice to meet the new demand of the development of modern society to the students. Based on this background, we introduce teachers personal knowledge management into the development of teachers, and make full use of modern computer and network technology to enhance the ability of teacher’s personal knowledge management,this play an important role in fostering the development type and independent type teachers.This study analysis the domestic and foreign research status of teacher’s personal knowledge management and personal knowledge management performance, and make the analysis and definition of the related concept.Through the analysis of literature, this thesis proposes a teacher’s personal knowledge management performance evaluation model in the network environment for primary and secondary school, based on this model we design a related investigation questionnaire and prove the basis about the development of the platform.According to the demand analysis and the results of the survey, with teachers as the main body, using ASP.NET technology to design and develop a platform. The platform is oriented to primary and secondary school teachers with a certain foundation of knowledge management,and fully integrates into the WEB2.0under the idea of sharing technology,and designs the related functional modules.These enable teachers’personality to be displayed and played full.The thesis structure is as follows:The first part mainly introduces the analysis of the current situation of this study and related concepts, including the first chapter and the second chapter. This part introduces the status,method and existing problems of TPKM and PKM performance,and puts forward the contents and methods of this study.Through the analysis of the relevant concepts,it defines the object of this study,and analyses the characteristic of TPKM under the network environment.The second part is the focus of this study,including the third chapter.Through the analysis of existing research,this part constructs TPKM model under the network environment and makes analysis. According to this model the questionnaire is designed, and through the investigation of the questionnaire result analysis the present situation of TPKM,to provide guidance for the design of the platform.In the third part, it makes design,development and analysis of the platform based on the model and questionnaire.According to the research before,we design the five major functional modules of platform, and analyze the realization of the platform. Finally, the content and the research are summarized and prospected. This part includes the fourth chapter and the fifth chapter.This study will provide basis for the design of the platform through the development performance evaluation model and the evaluation index system.The next step, we hope to apply and extend the platform through the trial on the platform function.
