The environment risk of natural aspect is defined as the impacts on the human, society and ecosystem and the losses caused by human activities and natural factors. Rapid economic growth is accompanied by an increase in environmental pressure. In recent years, frequent environmental risk events actually prove that the public is facing a growing number of environmental risks. Protecting environment is an essential part of the national work as well as an important section of the media communication in the future. Therefore, it is worthwhile to research that how the media correctly and effectively present environmental risk issues, enlighten public environmental awareness and promote environmental behavior at last. This paper attempts to analysis the Haze Events in2013from the perspective of Framing Theory, and utilizes quantitative techniques and qualitative techniques to explore how the "People’s Daily" and " Southern Metropolis Daily " construct News frames to coverage risk facts and guide public opinion in the aspects of bias in News sources, types of News genres, kinds of issues, characteristics of rhetoric to genesis of frames. This study finds that media presentation of issues of environmental risks is the combined result of political system, social culture, media mechanism, literacy of correspondents and characteristics of risks. Therefore, the two have a certain degree of similarity on the adoption of risk facts and bias of News sources, and exhibit differences on the risk regulation and risk reflection and the selection of News frames. Media should try to ensure that the diversity of voices, the multi-angel of issues and the rationality of rhetoric in the process of constructing environmental risks issues. Media should construct an approximately complete picture of environmental risks for the audience and provide an adequate and effective information transfer and sharing platform to improve the social visibility of environmental risks. Simultaneously, media should mobilize the active participation of audiences in the processes of oversight and decision-making on issues and construct a democratic and harmonious civil society.
