As a economic and technological development zone, C Zone owns very rapid pace of urban development, but also brought some planning and management issues, which put forward new requirements to urban planning and management concepts, methods and techniques. This thesis focuses on the status of C Zone’s planning and management features, considering the use of geographic information systems (Geographic Information System, GIS) and BSP. Urban planning management information system reflects business integration, data standardization, application integration.Firstly, the thesis introduce the theories about system planning methodology, urban planning and GIS, with some domestic and foreign development process. The use of information technology tools can greatly enhance efficiency and accuracy in the planning management, realize data sharing. By analyzing the management and the data situation, the thesis clarify the problems in management processes of C Zone’s planning management department. Learning from process reengineering theory, I suggest ways for process optimization, including compressing work time and improve supervisory functions, compressing data and form submission standards, establishing countersigned system, promoting information technology. According to features of business and data, I choose BSP method as the system planning study method, define the functions of subsystems. Finally, construction methods, systems, personnel training and other aspects are listed to ensure the implementation of the urban planning management information system of C Zone.The use of the system will optimize planning management processes; greatly enhance efficiency and accuracy in the planning management. The application form, the approval form, statistical reports, etc. form complete system standardization. Different departments invoke data in a unified platform to achieve data sharing. At the same time, the system can greatly improve people’s satisfaction on the planning management.
