The Design And Realization Of Urban Planning Management Information System For Binhai Economic Development Area Of Weifang

Along with the rapid development and popularization of information technology, as well as the need of scientific and standardized management of planning and construction to the urban land resource , it has become more and more important for the land department to apply information means to improve the overall management of municipal land and resources .The research and development of digital planning system have become an important issue . Binhai economic development area(BEDA) of Weifang is a newly established high-tech Eco-Industrial development area, with the improvement of the large-scale hardware and the acceleration the pace of construction, as a land management department of high-tech Eco-Industrial development area, it has been a prime task for Planning and Construction Bureau of BEDA to carry out scientific planning, management, supervision and inspection as well as the timely release of Geographic Information .On the basis of the above-mentioned tasks based of BEDA, this paper has developed a digital land planning and management system.As to the tasks faced with by Planning and Construction Bureau of BEDA, this papers first focuses on the visit to the GIS spatial data as well as how to use Oracle databases and software WebGIS to develop ArcIMS . Secondly , followed by summarizing the past experience in the development of digital planning system and a large number of application software in the development of precision management , the paper makes a full investigation and study of practical application for land resources in BEDA and analyzes all kinds of information on design . In accordance with the process of the development of software system , the paper offers requirements analysis, system design, implementation and testing, and constructs the Town Planning Management Information System Framework based on B/S . The system uses software engineering analysis and design methods , so after the package business logic will be carried out running in the middle tier server, which makes data access, operators logical , the interface completely independent and finally get the outcome based on the analysis and design .The system uses GIS, ArcIMS the graphics platform as well as J2EE technology development platform, MVC design patterns, STRUCTS structure and other technology, which realize geographic information, preparation of maps, statistical analysis and many other auxiliary functions.The main innovation point of this paper is that based on the practical application of land resources in BEDA the system establishes a practical and efficient, networked, and integrated business management and social service system with a reasonable structure , full functions , and rich resources .The system integrated system , shared resources, and streamlined the process, which realized the online sharing of resources and improved planning and management efficiency.At present, the system has been tested and applicated to BEDA, which has been basically completed the requirement , with the research and application in depth step-by-step, the system will serve as a model and guide to the thinking of Construction of city development planning system , the design of the concept model and other digital planning system.
